Gov El-Rufai presents N216b 2017 budget proposal to Kaduna Assembly

Gov Nasir El-Rufai of Kaduna State on Wednesday presented N215.9 billion proposed 2017 budget to the state House of Assembly in Kaduna.

El-Rufai explained that out of the figure, N85.5 billion was for recurrent expenditure, representing 40 per cent, while N130.3 billion was for capital expenditure, representing 60 per cent.

He said that the opening balance for the 2017 budget stands at N15.8 billion, while N15.2 billion would be generated from Internally Generated Revenue (IGR) and N34.9 billion from statutory allocation.

He added that N9.4 billion would be generated from Value Added Tax and N6.6 billion from internal loans and credit.

He also said that N35.3 would be raised from internal grants and N55.9 billion from external grants, while N7.1 billion would come from external grants.

“We presented the draft estimates for discussion through consultations with the private sector, civil society and, finally to the general public, at a town hall meeting.

“The outcome of these consultations convinced us that we had to be even bolder in proposing an expansionary budget in these difficult economic times.

“We are convinced that the pursuit of economic recovery is a pressing mandate, “he said.

El-Rufai reiterated the state’s government commitment to social justice by retaining high levels of spending on social programmes.

According to him, social justice obliges us to sustain investments in education, health, infrastructure and social development to uplift the standard of living of our citizenry.

The governor noted the adverse effect of economic recession on the most vulnerable, saying, “we must not let it persist.

He called on states governors to initiate some level of economic buoyancy and collectively support the federal government to secure economic recovery.

Receiving the budget, the Speaker of the House, Aminu Shagali, said the House would continue to collaborate and support the government toward achieving its sets goals.

Shagali commended the state government for it pro activeness in initiating laudable policies for other state to emulate.

He said the state has demonstrated the capacity to make Kaduna great gain, adding that the legislative arm would continue support the executive with legislation that promote security, peace and unity.
